While the man fixing his truck has taken some steps to reduce risk (ie. the rock he’s using to block the tire to keep the truck from rolling), his use of 2×4′s to jack the truck up and the fact that he’s welding near the gas tank demonstrate he hasn’t done a full risk management assessment of the situation – or he’s chosen to retain this risk!
